Use は 使う・使用する の意味で 幅広く利用できます。
Spend は お金、時間、エネルギー (money/time/energy) など、使用して減る ものに用います。
Spend は Consume と同じ意味で用いる事ができますが、Spend には 浪費する の意味も含まれます。
□ spend money お金を 使う
ex) I spent a lot of money.
お金をたくさん使った
ex) I’m spending more money than I can afford.
余裕が無くなるほど お金を使っている
□ spend money on … … にお金を使う
ex) I spend my money on the trip.
旅行に たくさんお金を使った
□ spend money to … … するために お金を使う
ex) I spent a lot of money to fix my car.
車を修理するために お金をたくさん使った

ex) He spends lavishly on vacations.

count for: To have value. This phrase is often used in the negative to convey the opposite.
ex) I at least sent her a text. That’s got to count for something!

ex) I need to use the phone when you’re done.

use /ˈjuːz/[+ object] : to do something with (an object, machine, person, method, etc.) in order to accomplish a task, do an activity, etc.
ex) The machine is easy to use.
